英国职业教育局的14岁-19岁策略
  14岁-19岁策略是为了加强职业和实用技术发展的一项策略,该策略并不能由学校来独立完成,因为商业和其他团体在保证职业教育发展中也起到了一定的作用。
  普通中等职业教育证书课程(GCESs)就像21世纪需求的工程学那样,已经被引进,而且作了相应的改进:

1. 发展更多的能够提供学术选择的职业和应用方向的GCSE课程。
2. 年轻人能够学习到与未来工作或是职业相关的知识。
3. 为雇员寻找更多的雇佣机会:保证所学的课程满足雇主的需求,支持工作相关学习。
4. 教与学的策略将为知识和技能部门中的每个人提供一个框架,教学小组与专家、创业者和代理公司共同寻找最好的实践方式和策略来与每个人分享。
5. 学徒限制将得到改革和变更。到2004年,学徒数量将有所增长,有28%的年轻人将能参加到课程中来。
6. 年轻学徒。14-16岁的青年具有很好的能力,雇佣者和培训人员很喜欢这类青年。
7. 岗前培训。这个培训将帮助那些还没有准备好直接成为学徒的青年(包括那些闲散的和有不满情绪的学徒),使他们更快的晋级为学徒,更快地进入工作角色,或者是帮助他们获得更多其他的职业学习机会。
8. 鼓励培训人员之间的协作,这是为了给青年人提供更广阔的职业选择机会。

  这些改变将会引起重要的发展,但就长远利益来看,政府更希望年轻人的教育经验发生改变,这是一个长远的发展趋势。

A stronger vocational offerfor all

The 14-19 strategy focusesvery heavily on strengtheningvocational routes and on practicalskills development. Schoolscannot do this on their ownthough: business and the widercommunity will also have a rolein helping to ensure vocationaleducation appeals across theability rannge.
GCSEs in vocational subjectslike engineering that are stretchingand relevant to 21st-centuryneeds have already been introduced,and more developments are plannedfor the medium term:
· More GCSE courses that providevocational and applied optionsalongside academic options arebeing developed.
· Young people will learn rightacross the curriculum abouthow their education relatesto the future world of workand enterprise.
· Stronger engagement with employerswill be sought, to make surethe curriculum meets their needs,and to support work-relatedand enterprise learning.
· The teaching and learningstrategy within Success forAll will provide a frameworkfor vocational provision inthe learning and skills sector.The Teaching and Learning teamare working with researchers,practitioners and support agenciesto identify best practice anda range of strategies for sharingand embedding it. This willinclude a regional network towork more locally with groupsof providers. The team is alsoworking closely with Centresof Vocational Excellence andbeacon providers in prioritycurriculum areas to developand disseminate best practice.
· Apprenticeships are beingreformed and improved. Numbersare increasing so that by 2004,28 per cent of young peoplewill be able to enter them.
· Young Apprenticeships for14- to 16-year-olds will bea high-quality route at KeyStage 4 for well motivated pupilsof good ability who will pursueindustry-specific vocationalqualifications with employersand training providers
· Entry to Employment (E2E)will help those young peoplewho are not yet ready to enterApprenticeship programmes directly(including those who may bedisengaged or disaffected).The E2E learning programme willhelp young people to preparefor progression to Apprenticeshipprogrammes where feasible, orto employment or other vocational-learningopportunities.
· Collaboration between providersis being encouraged, in orderto make a broader range of vocationaloptions available to young people.
These changes will make significantimprovements, but in the longer-termthe Government wants to bringabout a transformation of youngpeople''s educational experiences.A Working Group on 14-19 Reformwill advise the DfES in latesummer 2004 on ways to createa stronger vocational offerin the long term.
